I think that you are right about the message files getting overwritten if things are installed out of order. But, I installed in this order 4GL RT, 4GL Dev, IDS, Client SDK. This has worked for me in the past. I don't think that the missing message file is the problem. I think the problem is with whatever it's trying to do when it is initializing the Dictionary and SPL Caches.
