It might be a problem for some applications. The only 'screw up' would be an unmatched quote. You would have a problem searching for both quote types in a single string in SQL (although there IS a work-around for that, but probably outside the scope of this answer :). Although the CONSTRUCT statement in 4GL for example, handles this okay. ;-) If you were going to allow quotes in data, I would be tempted to only allow one type.
