Isn;t 7.24 or 7.30 available ???

I have seen this before on Online 7.10 on a Pyramid machine. It hung
solid and we have to get a Pyramid engineer in. He broke out in the
PROM monitor and found that Online was repeatable trying to acquire a
semaphore which it could not because of a UNIX limit. i.e. you are
running out of semaphores or semaphores sets.
make sure all semaphore parameters are set to at least 400 and all
shared memory parameters are set to at least 1000 EXCEPT SHMMIN
(minimum size of a shared memory segment which should be 1).
Make sure the maximum size of a shared memory segment is 512Mb or
unlimited. Also check that any of the following kernel parameters
(if they exist on your version of UNIX) are set to unlimited..
HDATLIM,SDATLIM,HVMMLIM,SVMMLIM,HSTKLIM,SSTKLIM

Again points to UNIX kernel parameters...
