I managed to get it to work, though it was not as easy as I expected.
I ended up running 4.12.UE1 ISQL against 7.24.UC1 OnLine, by:

1. Creating a file /some/where/sqlrm-724 which looked like:
#! /usr/bin/ksh
export INFORMIXDIR=/usr/informix/7.24.UC1
export INFORMIXSERVER=osiris_23 exec $INFORMIXDIR/lib/sqlrm "$@"
The key points are:
(1) the #! /usr/bin/ksh to make sure the script is executable by the
kernel,
(2) setting INFORMIXDIR to locate sqlhosts and GLS (I got error
-23101 when I had INFORMIXSQLHOSTS set and INFORMIXSERVER set to
the 7.24 data, but INFORMIXDIR still set to the 4.12
environment).
(3) I didn't have INFORMIXSQLHOSTS set but a production script
should probably handle that somehoe.
(4) the exec line replaces the shell script with the actual 7.24
relay module. This is definitely a good idea. It also passes
the arguments along to the relay module; this is necessary as
otherwise, your 4.1x application will just get told which
version of the relay module you are running, and it will
probably give error -408 or some similar error as the
information is in completely the wrong format.
2. Set the 4.1x environment so that SQLEXEC=/some/where/sqlrm-724. Run
your programs.

You'll need to decide where you set any GLS environment variables such
as the locale stuff -- probably in the sqlrm-724 script.
Testing conducted on Solaris 2.6. I was able to connect to a database
and generate and run an ISQL form using that. I had no SE database on
the machine and no 4.1x OnLine system configured so there was no danger
that the database was a 4.1x database lurking in the wings.
I'm not aware of any changes in 4.12 that would affect this connectivity,
so my results should be valid for 4.11 too.
