Network connection (onsoctcp) issues with 9.20.UC4

We're having an odd problem with a 9.20.UC4 database: following a
system crash yesterday, the database is refusing to accept network
connections (onsoctcp), though onipcshm connections work fine. This
behavior persists across oninits. The port is open (netstat -a shows
LISTEN plus multiple ESTABLISHED), but ODBC, dbping, dbaccess via TCP,
&c. all fail. Has anyone experience this behavior before, or have any
idea from where within the server it originates?

Totals 980 0 1015333 1069240
For posterity's sake: The database crash left files in /INFORMIXTMP,
which, at some deep and cthonic level within Informix, prevented
network connections from spawning. Take Informix down, clear out
/INFORMIXTMP, and oninit the database to fix this issue.
