HELP --- unirpc no port avail

Hi! I really need help to fix this prob. The main problem is that I cant use the universe (Ver: 10.0.13) remote connection via TCP layer. There is no port available to connect my self whit an ODBC. System is running Fedora core 3 whit an AMD64 3500+ - 4Gb - SATA.
