ontape -c stop archiving logical log on 9.21UC7

Dear All, I'm using 9.21UC7 on AIX4.3.3ML11, normally "ontape -c" archives logical log when the log is full(the logical log status changes from U---- to U-B---), but sometimes, it stops archiving logical log, even if you use "control+c" to stop it and restart it, it still cann't archive the full logical log. Is this the IDS9.21UC9 bug or anything else? pls help, thanks in advance.
