Sybase and SQLSERVER let you do the same thing.
For Informix, You can run dbaccess
or isql with the "set explain on" at the beginning. As soon as it flashes
"explain" <....whatever it says> at the bottom of the screen, you can hit
a control-c and abort it if you don't want the sql to execute (assuming it will
take long enough to run that you can catch it in time).
