Revoke permission

Informix 5.02/7.10 on AIX 3.2.5/4.1.3 is my environment.
Why can't a DBA (in sysusers with D) revoke table level authorizations.
I have found out that only the owner of the table can do this. Is this a
bug or what? User with DBA authority should be able to grant or revoke ANY
and ALL DB privilages except those privilages for their ID.
This is the error I get:

-580 Cannot revoke permission.
This REVOKE statement cannot be carried out, either because it revokes a
database-level privilege but you are not a Database Administrator in this
database, or because it revokes a table-level privilege that was not
granted
your account name. Review the privilege and the user names in the
statement
to make sure they are correct. You can summarize the table-level
privileges
you have granted by querying systabauth as follows.
SELECT A.grantee, T.tabname FROM systabauth A, systables T
WHERE A.grantor = USER AND A.tabid = T.tabid
YES I am a Database Admin in the DB!
