dumb question

Dumb question of the day: I keep seeing "read your C-ISAM manual" and "read your Tech Notes" as responses. WE have Turbo, and SE, 4gl, other stuff, with software maintenance, and have none of the above books. Is there a secret to getting them? Does one have to order/pay more for them? Or just ask. Thanks.
