If you want locale-aware sorting, you need locale-aware software. That means either Version 6.00 or later (which supports NLS -- national language support) for 8-bit character-set support, or ALS (Asian Language Support) for handling Japanese etc (several versions, including 4 and 5), or GLS (Global Language Support) available in version 7.20 -- still to be put on general release. 5.0x is not locale aware, and probably never will be. It does handle 8-bit characters (as you point out), but it sorts using straight numeric comparisons of the character codes.
