Wrong database -- that I agree. But its not up to me to change, the management will have to approve and so on. How do I go about update statistics?

Deal with point 1 - change database. Then go to the IIUG web site and download utils2_ak and use the dostats program in there to generate the correct sequence of UPDATE STATISTICS statements.
