default set lock mode wait 120

Greetings all: Is there a way to "set lock mode to wait 120" as the default for an Online version 5.02.UC6 database? We are not running I-STAR. Is the default currently "set lock mode to not wait"? I know how and when to use the "set lock mode to" SQL statement, but my question concerns programs which don't and won't do an explicit "set lock mode to". A summary of responses will be posted.
