dbload problem

I'm getting this frequent error in my dbload run (data omitted for
security). The input file is the result of an SQL unload :
In INSERT statement number 1 of raw data file my_file.
Row number 13211 is bad.
** Pipe delimited Data Row **
'loc_open()' failed.
Not owner
Any ideas?

Further info, if I isolate the 11 rows which are "bad" into a file and
dbload them like that I get no errors (!)

Yes this is a known bug. A work around it is to make the commin
interaval as big as the number of lines in the input file. Or break up
your input file into multiple files, each with number of lines
equalling your commit interaval.
