ontape failing on 12.10TC6

This question concerns IBM Informix Dynamic Server Version 12.10.TC6IE .
I have a development box running it on Windows2008 R2 .
It was upgraded in place from TC5 .
It has been running fine. No parameters were changed.
Today I dropped a database and dbimported that database back in.
Then I needed to change the logging mode. ( ontape -s -L 0 -U dbname )
I got âShared memory not initialized for INFORMIXSERVER 'mystiq'. â
Yet onstat shows everything ok and all apps run up to the point where they
need a logged db .
Any ideas?
I'm sure that you have checked, but is your environment set correctly where
running ontape?
Have you tried using: ondblog unbuf <database_name> (you will need exclusive
access to the database)
Then follow that with a fake backup (onbar -b -F).
Doesn't solve the ontape problem, but may allow to change the logging mode of
the database and allow your apps to continue.

This version does not have ondblog (or maybe because I don't install onbar?)

And yes, the environment is set correctly.
All the on* programs work fine, and dbexport/dbimport, dbaccess, etc.
It may be that TC6 was a bad release. I know TC5 was. IBM told everyone to
install TC6 to work around a bug.

I may have to go back to TC4 .
