Yes, I believe you can use CDR without running the NT-based Replication Manager. It just means you will have to write all your own utilities, to the available API, to install, setup, and manage. I've seen to NT GUI, and it's nice, but after I have it installed and setup, I will likely write some tools to the API, to automate many functions.
