It's not so much that as the logical logs and the reserved pages. As soon as you create a dbspace or drop a dbspace there are several log entries that appear in the log files concerning that dbspace. Also, the reserved pages are updated to reflect the change in the dbspace and chunks. The reserved pages themselves are not logged (which is why there are two of each of them). However, they are saved at the beginning of the archive. If the logs were to be replayed without the correct set of reserved pages then there would be no reference to the dbspace and/or chunk, and the logical restore would fail. Hence the requirement of a lev0 archive. (To be honest - what we normally do is to make a lev0 archive to /dev/null in these situations and then plan for a real lev0 for the next scheduled back.
