It depends. What version are you running? If version 5 then perhaps that might be a good rule. I would not consider running 7.x+ on less than 4 CPUs. It also depends on whether these instances will all be active at the same time, if they can swap out...... However. I am highly suspicious of the question. I would much rather have one or two instances, each with multiple databases. Each instance is tuned for different kind of work, and you drop a database into the instance which is tuned for it's type of processing. Each additional instance is something else to keep an eye on. You also lose some overhead to each instance (rootdbs, logical/physical).
