IDS Disconnect

We are having issues with some legacy programs that connect to IDS 11.5. The code is written in 'C' and does multiple connects and disconnects from different database servers. Recently, we have noticed that periodically the programs 'pause' for 10 minutes after a DISONNECT ALL is issued. Has anyone seen this type of behavior? The 'pause' is not predictable, but the fact that is always 10 minutes seems like a configuration issue... somewhere. We searched all the code and cannot find any sleeps or waits or anything that would relate to the 10 minutes. We have upgraded the CSDK to 3.5 and recompiled the programs. We have, as of yet, been unable to find anything in the network cards / configuration/ firewall, etc... that would cause this behaviour. Any help or insight would be appreciated.
