OnBar performance tuning

I am currently trying to set up OnBar for use with ADSM and have a couple of performance questions: 1. If I change the tuning parameters for OnBar that are in the onconfig file (BAR_NB_XPORT.., etc.), do I have to stop/start the database server for them to take effect?? 2. From my ADSM server, I can see what percentage of the time the server is waiting on communications (which I assume means client processing plus network transmission). Is there anything in OnBar that helps break down the percentage of time waiting on database, waiting on communication, and processing?? TIA... Doug Agnew DBA Charlotte Pipe & Foundry
