User on IDS 12.10 set ADMIN_USER_MODE_WITH_DBSA and ADMIN_MODE_USERS parameters to run buildsmi.sql as Windows administrator instead of informix user, but encountered error 511 (Cannot modify system catalog). What version of Informix are you running?
The purpose of the ADMIN_USER_MODE_WITH_DBSA and ADMIN_MODE_USERS parameters
is to determine who can connect to the instance in single user mode.
Docs here:

They talk about "administration mode" but this means "single-user mode", aka
"onmode -j", and it does not imply any administrator privileges other than
being able to make a connection in this mode (if you have "grant connect").
For many purposes you can log in as user "informix" to sysmaster and run as a
one-off "grant dba to administrator;" and then do admin function as
"administrator" but from memory I don't think this works fully in the system
databases before version 11.70.
For "buildsmi.sql" specifically I am pretty sure this will not work unless you
are "root" or "informix". Check out

DBSA is only relevant to single-user mode and user "informix" can always connect in this mode. If you're "informix" I would forget about the DBSA settings: they are not relevant. If "buildsmi.sql" does not work as user "informix", you have another problem as it only can work as "informix" or "root". On Windows there is no root user so I suspect this means just "informix" for you. Did you follow the short troubleshooting guide I posted a link to? I can't help any further given the information supplied. Consider raising a case with technical support or giving us more information. Why are you running "buildsmi.sql" in the first place? Is this a new instance? This is almost never necessary.
I did not want to run buildsmi but there is a failure in the log every day. I believe it all started when we got a new server and I had to install IDS on it so I used 12.10 (it was 11.70) . Since then, the buildsmi bat file runs every night and fails. With each upgrade, there are new columns in sysmaster so more error messages show up in the log.
