In your sqlhosts file, the service name is used as an internal placeholder
and *MUST* be unique. Moreover, you cannot have 'sqlexec' as
the service name for all of your connections. Try this:
psdev onipcshm spef2n09 sqlexec1
psdev_tcp onsoctcp spef2n09 sqlexec2
dwdev onsoctcp spef2n09 sqlexec3
