HDR (High Avalability Data Replication) is a data replication of a complete system. That means a replication between a copy of entire engines. For this, exists a primary and a secondary, the primary is the server than will replicate all the activity to the secondary , the key of this fact resides in the use of logical logs (than will be replicated also). For a detailed explanation of this configuration, use the Informix Online Dynamic Server Administrator Guide chapter 29-30. CDR on the other hand, is the new way to perform replication, that means that you can replicate just a database or table from an engine to another engine(s). This scheme brings a flexible way to replicate data. In conclusion, HDR is replication of entire engines and CDR is replication of databases or tables as you prefer.
