The 4.0 reference says you may use the USER keyword in SQL statements wherever you can use a constant of a similar data type. However, you may not use the USER keyword in 4GL statements. You may want to use a C function which picks up the LOGNAME from the environment instead. 4.1 has a function like this built in to 4GL.
