oncheck error

Hi,
After a recent oncheck (IDS7.31), I receive an error never received before
with -cR. Does anyone know the significance of this message and or its
severity as a whole? Other oncheck tests such as oncheck -cc, -ce, -cD
prove do be fine and show no errors.
oncheck -cR
I/O open() chunk 1, pagenum 0, pagecnt 12 --> errno = 13

This looks like an EACCESS error which means u need to check the rootdbs
permissions ... Its trying to read the reserved pages which is returning an
EACCESS error.
I had entered a very similar bug for 64bit engines (9.x only) but the error
used to come while validating the logical logs ... (that bug is fixed in
9.30.FC1 onwards).
