Errno 2 is: No such file or device. Looks like the value of TAPEDEV in

Are you SURE the level 0 is not failing also? Is the user typing the
ontape command manually or running a script? Is it possible that the
script running the level 0 and the one running the level 1 are
modifying the ONCONFIG file (my backup scripts do this so the operators
can enter the tape device at runtime and not know how to much with the
ONCONFIG file) and the level 1 script is breaking TAPEDEV? Or is the
level 1 script/ontape being run from a different login or from an rsh
or su session that may not have all of the environment vars set
correctly? (If ONCONFIG is not set the engine looks in onconfig.std
which is unlikely to have a valid TAPEDEV value.)
