warning - cannot restart server

Compaq Proliant 4 cpu NT 4.0 IDS 7.31.TD2 Periodically, we receive the following error message in our log: 09:44:51 WARNING! Physical Log size 45000 is too small. Physical Log overflows may occur during peak activity. Recommended minimum Physical Log size is 20 times maximum concurrent user threads. Our physical log size is 2,000,000. Where is it getting the 45,000 figure and what does it think is the problem? Performance is not necessarily affected. IIEC says it "cannot restart the server". What does
an oncheck -pr say? Does it match your onconfig? Does it match
your expected size of 2,000,000?
