license and user count

How do you count the number of users currently attached to informix versus the number of licensed users you have available. i.e. How do you tell when you have exhausted the number of user licenses available. Some people that I have talked to think that it is the number of users attached, while others think that it is the number of connnections/sqlexec processes. This is for SE 7.x and Online 7.22.
