I can't help with the primary question ( how to shorten the escape delay), but the difference with Wyse terminals is that a corresponding termcap/terminfo entry will typically never contain an actual escape sequence. Definition of escape sequence is sequence of characters starting with ascii 27. Wyse terminals survive by using control characters. I don't know how to control the escape delay, but kep in mind I have seen machines where the delay was already too short. This will do things like generate garbage when the arrow keys are used for navigation.
