When can we expect to see the DB2-to-IDS migration package? Or, is
anyone using SAP on DB2? ;-)

Yes, there are SAP customers on DB2 , even some former IDS customers.
The free migration offer is nothing new, I think it has been inplace since
2004 or so.
At that time SAP was thinking that reducing the number of supported databases
was a good idea to cut costs and Mrs Perna from IBM asked herself how to
increase number of DB2 installations in SAP environment. So the two companies
decided to desupport IDS for future SAP versions. IDS customer who want or
need to upgrade to such a new SAP version will have to migrate their database.
It is obvious that most IDS customers would choose DB2 anyway, (wouldn't
they?) however, to make their decision even easier IBM offered 'free'
migration support (SAP still asks for migration fees, but that's a different
thing).
DB2 to Informix migration for SAP? - well unless SAP reverts its decision to
desupport IDS, I think it won't make much sense.
