No, it shouldn't. To do that would require a lock on the serial type part, preventing anybody else from inserting into the table while the first transaction is in progress. The behaviour always has been as it is. SERIAL is not standardized, so there is no appeal to a standard other than the de facto one -- it is implemented as it is.
