Peltier effect is a horrible way to remove heat. It generates about twice as much heat as it moves so that for every Watt you want to extract, you have to then get rid of 3 Watts! It is useful on larger scales when you want to move heat and don't have the space to use anything that might actually be somewhat efficent.
