Yes, I know I can, but HOW? (Sorry if I didn't explain myself)
By default the onconfig.SERVER_NAME file the rootdbspace is 30 Mb. I
change it, but changes don't take place. In event file I can see
"roobdspace changed from .. to ..." while re-starting, but I dont't think
it has changed. Maybe I must to init with oninit -i option?

AHAH! Different question. You asked "is it possible to CREATE...",
what you needed to ask is: "How can I expand my ROOTDBS?" The answer
to that is "Just add a chunk to the rootdbs dbspace either using
onmonitor (if you have it) or using onspaces:
onspaces -a rootdbs -p /usr/opt/informix/disks/disk_14 -o 0 -s 50000
or some such as appropriate and other weasel language.
