Informix does not have "FUNCTION"s per se just proceedures, which like
PASCAL procedures can return values. Just make that:
CREATE PROCEDURE GetNextSeqNumber.....END PROCEDURE;
instead. Also each statement in the procedure must end in a semi-colon.
