Besides configurind the dial prefix to 9 check: You plug the telephone cable in the 'telco' jack NOT the 'telset'. Your PBX supports analog dial-up connections (severals use only digital phones, multiline, boss-scretary, etc.).. Try a direct twisted pair to the wall (As a test not use the PBX). Good Luck.
