If you care about things like daylight savings time and timezone conversions, then the best thing to do is store datetimes using UTC (also known as GMT). Applications can convert between UTC and local time as needed. It would be nice if the database server would handle local time properly, but it's a bit much to expect, and any database server that tried would probably get it wrong. E.g. Sybase's practice of rejecting dates before 1752 is wrong for several different reasons.
