This information is in the manual, mostly. DATE is stored as the number of days since a reference date. Day 1 was 1st January 1900. DATETIME values are stored differently. For a DATETIME YEAR TO SECOND, the value is stored in a DECIMAL structure as a large integer: 19970324120356. It becomes a fractional value if you specify YEAR TO FRACTION(x).
