Upper and lower functions are planned for 7.3 release. There is a
stored procedure someone wrote to do this that I think is available on
the IIUG archives. However, you could do this faster with a 4GL or
ESQL/C program fetching the records to be affected with a CURSOR...FOR
UPDATE, modify the string using C or 4GL a function, and UPDATE WHERE
CURRENT OF <cursor>.
