fragmented table and pdq

In testing we want to play with testing of setting pdq to 5 across the
board, we have always run pdq at - except when indexing or updating
stats.
What we found when pdq is set this sql does not stop at the first 5000
records.
IDS is 11.5.FC3
Os is Solaris 10
