I'm not sure about the scheme you have shown. But when do an onstat -u I get
the following information at the end of the output:
14 active, 128 total, 24 maximum concurrent
Does this mean that there is are 24 licenses available?

It was about right at one time. It is no longer relevant.

No; it means that at one time, there were 24 concurrent sessions running
(out of 128 configured).
