Not sure about 7.31 to 10.0 upgrade in relation to ER, however, you might need to setup smart blob dbspace for sendq. I had to setup this even when we upgraded from 9.21 to 9.30. Also, need to setup CDR_QDATA_SBSPACE in onconfig to point to this SBDBSPACE. Hari
