This probably means that your database was created the following
environment variables set: LANG=xx_xx and DBNLS=1.
If LANG is set to something like en_US the set DBNLS to 2 and try and
connect again.
NLS information is stored in the database at creation time when DBNLS
is set to 1. You can find the information in the systables table where
tabid = 90 and 91.
