COme back from an archive tape.
By creating a second instance on the same physical area as the first,
you hosed the first instance. Somehow the root dbspace was spared; or
it looks legitimate enough that the engine does not know it has been
overwritten by another instance.
Then enroll in the Informix DSA System Administration class. The money
spent on the class is made up for by admins not making that mistake.
