Server Initialization on IDS 7.30

Hi,
Can someone explain the following strange behaviour of IDS 7.30?
Hardware: IBM S70
OS: AIX 4.3
Informix: IDS 7.30
In trying to bring up a Server for the first time with "oninit -i",
the server does come up, but without the sysmaster db. The
log contains several pages of the same error message "27002:
No connections allowed in quiescent mode". According to the
log, the server is indeed in online mode when the "buildsmi" script
is called. But the script seems to find the server still "quiescent"
resulting in the string of error messages!
On the other hand, if I try to initialize the server using "onmonitor",
the server comes up with the sysmaster db successfully built.
