Sometimes this field has a value (most notably, dbaccess sets this field), but
in most cases this field seems to be empty. Is there any way of setting this
field from jdbc, odbc, esql/c or 4gl connections?
IDS version is 11.70.FC4 on HP-UX 11.31.

It should get populated if the program is built with a sufficiently recent
version of ESQL/C. I4GL still uses an older ESQL/C; it won't show up
properly yet. A new ESQL/C or ODBC program should contain the information;
if a 3.70.xC4 program doesn't show it, there's a probably a problem (and I
can guess what's caused it). JDBC is a whole other bag of worms; I'm not
sure if the changes necessary have been made in that (but it should be, if
it is recent enough).

Could one compile the 4GL down the ESQL/C and then use an up-to-date CSDK
to compile and link the ESQL/C files? I'd guess you would have to include
the 4GL libraries in the link line but you could get that list from the
c4gl script.

You could try it, and there's a decent chance it will work. But the
configuration would probably not be supported, so bug reports would become
problematic. You'd have to reproduce the problem with the kosher libraries
distributed with I4GL.
