We use ER-Studio, produced by Embarcadero Software. It's quite pricey,
but does a nice job with Informix databases,
as well as Oracle and (I think) most other major players.
You can build databases from a graphical model, and also reverse-engineer
a schema into a graphical description,
among other things.

I'd be utterly gobsmacked (to say the least) if this could do anything
constructive with a set of C-ISAM files. There isn't any kind of system
catalog for it to query.
