istar data loads

This is a pretty simpe question, but I haven't been able to find an answer -- how can I select from database A into database B through istar without getting a long transaction??? From what I understand, 4gl does not support "insert into" into a for loop (to put start a counter to commit every 5 or 10K). Is that accurate?? We're trying to avoid unloading from one database, then rcp-ing the .unl file and loading back into another database. Any ideas?? Any pieces of code? Anything.......???????
