The "Warning: The IBM IDS Innovator-C Edition license restriction limits" message will be printed out in online.log everytime the engine starts, if you're exceeding those IE limits. The engine will fix that for you, lowering whatever SHMVIRTSIZE+BUFFERPOOLs you set to its boundaries (2GB). Pls, send the complete Informix server version/release and OS specifics. I can see this is an Innovator-C Edition but whatelse? This error indicates a problem with creating a (temporary) file in file system. On Unix/Linux this would be /tmp/blobfile. -> check whether such file might be in your way.
