RegCopy.exe is just one piece of the puzzle. RegCopy.exe will copy the settings from the HKEY_CURRENT_USER section to the HKEY_DEFAULT_USER section. The Informix website (or maybe the IIUG site??) has a utility called CopyDefault.exe that will copy from HKEY_DEFAULT_USER to HKEY_CURRENT_USER.
