It means a NOT NULL constraint -- as in:
CREATE TABLE SomeTable
(
SomeColumn CHAR(20) NOT NULL
);
It is new in 7.1x, where I think x is 0.UD1 or later (but not 0.UC1),
but I stand to be corrected on the detailed version number.
